CB just wasn’t built for a walkie talkie form factor. The cheap ones are 4w AM at the antenna jack (thanks FCC..) and half that power is being used for the carrier, and at 27mhz the ideal quarter wave antenna is like 105” so if you buy one with an 8” antenna you’re getting like 0.2w radiated power (that’s wrong but you get the idea) which makes for a nice hand warmer but won’t get you far beyond line of sight.
FRS/GMRS is up to 2w FM radiated power. FM has its own issues in a setting like that but will generally be easier to use for short range point to point contacts.
Don’t get me wrong, the absolute glut of glorious democracy is going to overwhelm DC’s infrastructure regardless :)

Not really? I’d think just check the specs to make sure it’s 2w fm on the (iirc) FRS band. I forget which is which, but one band allows unlicensed operation at 2w, the other at 0.5. Again IIRC, The law used to say 0.5 for both so maybe some older radios would be limited.
Now that I think about it- If you’ve got time to prepare and you have a group you’re not interested in talking outside of, MURS is another band you can use without a license. I’ve only ever seen one in a Microcenter once, but the internet is always your friend. MURS used to be for businesses, and some have grandfathered licenses which take precedent, so if there’s like a Walmart around you’re technically in the wrong if you interrupt their operations.
Lastly, the Baofeng Uv-5r or bf-f8hp are both capable of listening and transmitting on amateur, FRS, GMRS and MURS frequencies. talking on the amateur bands without a license, or on the other freqs with a baofeng is illegal, though they’d have a hard time proving it was you and enforcement is the job of the FCC. Listening on any band is not illegal.
