As a senior security architect that has to handle the logging and alerting for countless applications and code as a part of my job, I can count on one hand how many of these programmers are native English speaking people. The rest have heavy Indian accents.
Sounds like you live in a niche world and are basing the reality of it off your small group. And all code is vetted, all code lives in repos and goes through change management. If a company can hire 3 Indian remote workers for the price of 1 of you, they will scrape by where they can and do.

Software programmers are a dime a dozen though. That is one of the problems of the whole "learn to code" and people thinking IT easy foots in the door. Just because people can write a python script or make a website doesn't make them valuable.
Also, software programming is one of the major industries that the Indians focus on, so they can send way cheaper labor and more of it to companies.

The reality of it, if they have survived a great filter, have become a type 2 or 3 civilization, realistically they would gain nothing from us in terms of resources. There are no "rare" resources that they would run out of that they wouldn't be able to either generate themselves or find from uninhabited worlds.
The other idea though is for a civilization to become type 2 or 3, they would have to squabble their internal conflicts. What people seem to think is done peacefully can also be done forcefully where one warring side conquered the other. I agree, there is no reason to assume aliens wouldn't come and murder us.
