Nice thought, but I think there's a fatal error in your calculation - California does not have fair elections. There is almost zero barrier to voting - all you need is a utility bill - and it is legal to vote harvest there since the previous election. Which dems did in 2018 and will absolutely do again, even more so if they detect a high conservative turnout.

Easily worked around. Just write the rule such that you are not allowed to enter in to a medical payment agreement without knowing the cost beforehand. Would need some considerations for emergency treatment of the unconscious, of course, but I'm sure something could be worked out.
