Withdrawing all troops isn't something you can undo with an executive order. The enemy often moves into your positions and Congress would need to reauthorize another invasion, especially in the case where Turkey would move in (ie Syria).

The 2001 AUMF doesn't really apply any more. ISIS and Al Qaeda are complete shells of what they used to be in Syria/Afghanistan. Biden wants war with Assad, Russia and Turkey... which he can't do without using US soldiers as targets in order to escalate. No more troops in the middle east, no excuses for more wars.
