i stands for family radio service. think of those 2 way walkies you can buy at a sporting goods store. usually midland or uniden makes them. almost all ham radio HT's (handhelds) are limited to 5W. frs are limited to 2W. instead of using VFOs, FRS radios use "channels" which are basically different preset frequencies.
there is DCS/CTCSS for if you want private chats, but understand that anyone with enough time to kill can scan each channel and DCS combination until they find the one you are using for comms, so the safe bet is to just assume anything you say is being listened to by hundreds of other people, thats what us hams do!
tl;dr, if you arent a licensed ham, just buy an FRS radio, and let the professionals deal with the ham bands. 2W can go pretty damn far, its all dependent on you surroundings, altitude, band saturation, and electrical noise. i hope this helps.

licensed ham here, important emcomms will be taking place, as well as triaging, so if you truly care about the cause, understand that more technical people will need these bands free to communicate important information. dont think of it as "i'll never get caught, who cares?", think of it more as "this will negatively affect our communications, and could weaken our collective strength as a group, better let the professionals be in control".
i have no issues with you getting into ham radio, but we take a test and operate under very strict rules for a reason. if you buy a ham radio, please DO NOT TRANSMIT, it is a serious crime, and WILL cause issues with important emcomms taking place.
and last note: if you MUST buy a ham radio, spend a few extra dollars and buy the Yaesu FT4XR. people keep recommending cheap shitty chinese baofeng radios. yes, they are cheaper, but they are brittle, made of crap plastic, operate out of band, and are just overall garbage. why support CCP products? they are the reason we are in this mess in the first place. dont buy commie junk.
GMRS requires a license, stick to FRS, plenty of channels and you can still use DCS tones for "private" comms.

GMRS requires an FCC license to operate. this is not a designated emergency, you do not have authority to transmit w/o a license. that being said, unlike HAM, GMRS only requires a $70 fee, it lasts 10 years, and covers your entire family, so all your kids and your wife/husband can leech off your license!
