its not super hard. just memorize all the answers and study the theory later. its a pool of 400 possible multiple-choice questions. you need to get 27/35 correct to pass. its 15$ to take the test. you can only use a calculator.

w/o a license you cant transmit on ANY wattage. the only way you can transmit on a ham radio unlicensed is if you are in dire need of emergency and there's no other way to communicate.
yes, its an FCC violation. we hams take a test and go through a process to obtain a license. we do this so that ham doesnt become CB.
CB is 11m, not the same thing as ham. ham requires a license to operate, CB doesnt. however, if you just want to lurk and promise to NEVER transmit w/o a license, then yes you can buy a ham radio today if you wanted to.
protip: you can also listen to shortwave radio with an HF radio, but chances are you'll just end up buying a dual-bander. (VHF/UHF)
