Because they encouraged social interactions up to March 2nd and downplayed the severity of the virus. In addition, they were unprepared for even a small breakout requiring ventilators. They did not quarantine like California did. They allowed travel into the state from hotzones in other countries and did not test or quarantine the people who arrived here. California had a controlled medical facility for quarantine. NY opted to "home quarantine" with no medical oversight. Lastly, they failed to disclose where the people "home quarantining" were located. This caused many to fail to take this seriously. That in a nutshell was a recipe for disaster, and they continue to make mistakes. Like sending covid19 infected patients to the ship Comfort, and to upstate NY where the virus will continue to spread.

NY knew about the shortage of pandemic supplies, specifically masks and ventilators in 2015. They chose to invest in death panels and illegals. Let them stew in it! Cuomo is now infecting the rest of the state by shipping patients farther North, despite all the supplies and makeshift hospitals built in the burroughs.NY'ers are selfishly fleeing to other states without testing. NY will never dig out of this under such poor leadership, and they in part are taking out the entire East Coast.
