It would be irresponsible not to warn people. Taking cover can save a lot of lives. Obviously not when it's right on top of you, but there are large zones of moderate damage where it can make the difference between life and death. Simply getting away from windows can save a lot of lives and eyes; look at the Russian meteor explosion, where almost every injury was caused by flying glass. And getting any barrier between you and the bomb can protect from thermal radiation burns.
Countries no longer would intend to wipe out an entire city. They would only go for military and political areas.
Lots of military and political targets are in cities, as well as factories which are strategically important in war. And in a full-scale exchange, populations could be targeted as a retaliatory measure.

Suppose a large number of unarmed protestors climbs over the barriers and tries to enter the building. Too many for them to arrest or stop with nonlethal weapons. Then what? If they open fire than it'll be reported as a massacre of unarmed peaceful protestors.
I hope the have plans for this scenario. Hopefully the building itself is robust enough to resist entry, but there was that incident years ago where someone ran past security though an open door and got in. So I wonder.

No, that is not remotely true! The vast majority of the "elderly" (over 60) population are not currently in a hospital bed on an oxygen machine or a ventilator, which is what 10-20 percent of patients are requiring!
