Edit: To avoid fake news, the 2015-2016 trend has a similar rate at this time. The rest of the trend lines for each year look similar to the original picture. It would be good to check this at the end of January and at the end of February again to see if the trend stays so low.

I think the reps from each state get together and do a vote. Popular vote for each state counts as that state's vote. You can end up in a situation where a lot of states are something like 60/40 republicans while California is 90/10. Therefore, even if there are more dem reps, the republicans can have more of the state majorities.
It may seem crazy to us, but many dems actually think if you support trump, you are a racist redneck in Alabama.
Little do they know, they are implicitly calling ~50% of their neighboring countrymen racist rednecks. And they wonder why the silent majority is real...
It's "debatable" because the "my body, my choice" argument obviously extends all the way to birth.
The ones that hold on to "viability" use some sort of personhood argument that, on its face, doesn't seem too ludicrous but logically leads to infanticide if pressed because many of the personhood arguments exclude some class of born people.
