DHS themselves came out and said this watermark theory is bullshit. Don't believe this, it's Qanon nonsense meant to keep people complacent and placated.
It seems to me that the point of the DHS “watermarked ballots” story is to encourage Trump supporters to sit back and not worry about the 2020 election because DHS will ride to the rescue. And “trust DHS” is about as smart an idea as “trust Sessions” or “trust Rosenstein.”
My DHS source just got back to me. Says there’s no DHS standard watermark on the ballots. The printing of ballots was done by the states. DHS recommended a watermark but it was not a requirement. States could sign up voluntarily for the ARLO program or not.
