The difference is that what you're describing is voluntary. Even what you're describing would never work if the government forced it on you.
If the government said, "when your parents are [X] age they have to move in with you and you have to support them" it wouldn't work.
People support the ones they love out of their own free will. That extends to their communities and churches and charities. That's how it should be.
