Anywhere in the world that has an election with 90+ voter turnout rate is flagged as fraudulent. This is Third World banana republic stuff. Sadaam Husain's Iraq regularly had over 90% voter turnout and the world laughed at the ridiculousness of it. Any court making the claims you have outlined would instantly be laughed at and mocked, and the decision would be appealed.
