As a fellow software engineering pede, it is definitely only 100 lines of code (or less) to do a simple "uhhh... 1 for him... 2 for me... 1 for him... 2 for me...".

The solution to this is making all of the code ran in these machines open source for reviewal of both sides

Yup - No one understands that the ELECTORS actually cast the ELECTORal college votes. This is how it was done early on but has adapted over the past 200 years to follow what the citizens vote for. I do not think it states in the constitution that they have to follow what their citizens want.
