Because it doesn't work for any number above 2231 until you hit the trival range in the 3000's (3480 is the highest number of total votes in a seized precinct). It also continues to fail sporadically for number above 3000 until you hit 3480.
Not a single number below 3000 works, except 2231, lower bound was 2230.7, upper bound was 2231.4999 (it fails at exactly 2231.25, which suggests they may have used a fractional wheel number!!! And I lucked out the the bounds included an integer!)))

I put the same denominator in each precinct, I choose a random number from google random number generator in the video. The number was 47600.
I then applied the ratio to the denominator to get the numerator.
They all converged on the same percentage.
I dare you to find any set of denominators, other than the same flat number, the reported numbers (or the reported numbers multiplied by a constant).
You'll quickly realize that the only way you could get another set of numbers is by changing one at a time, and then adjusting others with linear algebra. Which is what they did, they all started with the same number, and then got adjusted according the actual votes in each precinct seized.

It's proof because I can put the same number (like 25,000) into the final count of each hijacked precinct, and apply the reported ratio to that number 25,000, instead of the actual reported totals, and get the same percent flip Trump to Total.
There's only two sets of numbers that can do that: The actual reported numbers, or the same number in every precinct, proving the algorithm started with an evenly weighted wheel centered on the desired average (flip rate).
