+1 for the links.

Apparently I live in a tiny uninformed bubble. I didn't even know there was a HUD. Why are local jurisdictions receiving money from the federal government at all..?

This action from Trump, while good, seems like a weird bandaid -- 4 years from now you're going to have someone trying to change it again. Seems like so long as local jurisdictions are taking fed money, they're going to dictate terms.

It's a jobs program for the otherwise unemployable. No politician would dare vote to defund it.

Context for what you mean by 'special privileges'?

Welp, I guess I'll try to answer my own question here instead of being lazy.

Despite the horrific sounding news article titles, for instance:

  • Trump Removes Independent Watchdog For Coronavirus Funds
  • Trump Effectively Ousts Top Watchdog for Virus Relief Funds
  • Trump sidelines watchdog tapped for virus rescue oversight
  • etc..

turns out there's no single "watchdog" that got removed. The person removed (and being replaced) was the chair of the Pandemic Response accountability committee, which was created as part of the law that was passed, and is made up of all the Inspector Generals, of which there are 73 (based on my googling). So, it's a pretty big watchdog committee, to say the least.

So, the actual news story here is that the head of the large Pandemic Response accountability committee is being replaced. Make of that what you will.
