Yes, anomalies can still occur. However, the video shows that in Miami-Dade county both Trump and Biden have results that follow the Benford model. It must be remembered that Biden received the most votes in Miami-Dade. Biden received 53.41% where Trump was only at 46.07%.
Looking at the graph shown for Biden's votes in Milwaulkee shows an irregular pattern. It shows a very well-defined bell shaped curve instead of a declining curved line.What makes this bell curve more unusual is the number of times 5 was counted as being the leading digit was almost as high as the times the number 1 was counted as being the leading digit. In a Benford model, the number 5 would be the leading digit 7.9% (+/-5% in this case) of the total count (N). In the bell curve, the number 5 was counted as being the leading digit nearly 30% of the time. This surpasses the +/- 5% tolerance of divergence by a big margin.
Chicago has a similar case where there is a bell-shaped curve. In this case, 3 is the number that is the most dominant leading digit. In a Benford model, 3 will be the leading digit 12.5% of the time. Our total counts (N) is 2054. Benford predicts 3 will be the leading digit for 256 counts. Taking the 5% tolerance into account: 2054 * 0.05 = 102.7 counts. Our range with tolerance is 153.3 - 358.7 counts with the number 3 as a leading digit. In this graph, 3 as a leading digit surpasses 600 appearances.
I want to leave this here because this is really interesting. Here is a science journal actually using Benford's Law to verify COVID-19 reported cases in China. It is quite technical, but the overview can be grasped.
However, Benford's law is quite useful in verifying the plausibility of data. I will link an example of Benford's law being used by a scientific journal as an example of Benford's law comparing China's reported COVID-19 cases when compared to the US and Italy. They will never be on the dot of Benford. What is observed in this case is the deviation from the Benford model.
