USSR's leadership simply decided not to intervene during protests, to leave Eastern Germany and all Warsaw pact countries and to disband the treaty. They could have easily restored order with the army if needed like China did for instance.

In some alternative reality? Or are you talking about the time of the Russian civil war? Or the end if the Warsaw pact? In both cases, USSR beat itself. E.g. it could have easily restored order in the late 80s with the army, but the leadership chose not to.
Regarding presidential elections, they didn't need to rig the ones where it was Obama, Bush, Romney, McCain, Clintons, etc., because they were part of the same system (and they are all against Trump). They gave people an illusion that they have a choice.
