I believe he had good intentions but quickly realised he had 0 allies in prospective cabinet appointments, advisors and the senate. He never had the power that you think the president has without the support of these people. He could only write executive orders that will never be enforced, use vetos and make developments that they approved. I believe he was put under duress to write executive orders that would fuel hope and make election challenges that will fail and bring the biggest possible anticlimax for his supporters and be the final death blow stab in the back of supporters. Fox news was the first stab in the back. His presidency turned out to be the complete identification, demoralisation, cancelling and elimination of the right and any opposition to socialism in the US. He knew this and had no choice but to do it. His family and his life were clearly threatened if he were to reveal any of these details, to be truly transparent. The reveal of the fraud and corruption was clearly permitted by the establishment to bring up the hopes of the right and then have Trump deal a death blow to them and demoralise them and make them feel helpless to the point they never retaliate or recoup. It's almost impossible for trump to be this bad of a judge of character. He must have known in the end that everyone available to appoint, his advisors, administration, pence are all part of the establishment. I don't know why he continued to lead his supporters with false hope unless he was directly told to do this as part of a deal. He was made to set up his own supporters and anger them so the they expose themselves for cleansing and reduction of social scores on social media. Trump probably had no idea this would happen when he came to office but likely had him by the balls at the end. They allowed his presidency to happen under careful control
