The enemy has become the party or ideology that threatens to swerve from some common path. In Europe, UK, Australia, Canada, and US, the rule is that two major parties control government. There is some difference in policy when these major parties run and make useless promises during election. But when one party or the other controls government, there is no difference in policy that is enacted into law.
