I think Trump is waiting on revealing a possible Kraken because while ensuring a win, it will come with blowback and bad optics. So he's trying to win via the courts/state legislatures first and/or get as many people on his side

Perhaps not full-on civil war, but enough civil strife so that they can invade Taiwan without major US retaliation
