For one the state's ability to do unbridled invasive violating surveillance has increased and remained at high magnitude. Thanks to the patriot act and that was arguably (and supposedly) in response to this. Watch Snowden's recent interview. It improved the state's situation, in terms of power, drastically. It fueled the military industrial complex, feeding it 2.5 pointless damned wars. Neither political party gained anything from it, but the state as a whole sure as shit did. If you think there aren't cold sociopath deep state mother fuckers who would do something like kill 3 thousand of their own people for that then you're incredibly naive.
