Wrong. It's quite literally a violation to harass people for medical information they do not wish to freely give. Asking repeatedly after being denied is harassment and any lawyer familiar with HIPAA law would agree.
It's illegal for them to require you take an experimental vaccine. It's also illegal under HPIAA for them to require you to disclose medical information you do not want to voluntarily disclose, like whether or not you have been vaccinated. They can make no inquiry into this matter past what you want to give up and they can take no administrative action against you regarding the results of these inquiries without having a lawsuit, one that they will likely lose, on their hands. HIPAA is there for your protection. Use it.
It's a HIPAA violation to ask again after being refused. If the person does not want to volunteer the information, they can not be harassed for it. If you tell them you don't want to disclose it, they have to take it legally.
I deal with it daily too. It prevents not just employers, but anyone from asking you medical information you do not want to voluntarily give up.
In this case, the vaccination itself and the disclosure of whether or not he got one is on a voluntary basis. He does not have to disclose this, his employer can't pry for it, and they certainly can't fire him over his refusal to disclose.
