I see it as either.
A: he really is defeated/threatened to lay down. B: he is selling this to the max, setting the stage for a glorious springing of the trap. (a lot of things lining up)

The most interesting thing I heard lately was an interview with an officer on the ground in DC that said "we have been training months for this" Makes me hold out hope that this wasn't a spur of the moment reaction to the 6th. Praying.
He said he was shameless.
It's can happen to anyone if your too conceited in your belief that the mainstream isn't lying to you. I put people like this in one of two baskets, either they are in on it or they are just dumb.
They need to come forward with the threat, get the extra protection, and do your job!
