There's no official borders of what is considered NorCal, but it's usually described as the northern 48 counties, starting around Fresno or San Loius Obisbo, so yes, SF is part of NorCal. And, the "broken down" counties you're referring to are the northeastern ones, which are red, but parsley populated.
You don't have to remind me that CA and NY have conservatives, I grew up in NY, and moved to CA in high school. And have returned lo live in NY for 4 years, later on.
Eastern NorCal is red, but it's low population, so it doesn't have much power. Coastal Norcal is all blue.
The bulk of the population in NorCal is in SF and the East Bay, Sacramento, and outlying cities like Fresno.

I think you're confusing some terms here. Payment plans with the IRS or a state tax office are a different thing, you have to request one after filing. (From an accounting perspective, this makes sense - how can you calculate the monthly payment if you don't know what you owe?) The IRS and the states expect you to pay what you think you need to pay, with an extension. If you don't they can hit you with penalties and interest, so you'd in effect be paying them MORE with your protest.

Been that way for decades. These are the same people who have tried to outlaw property ownership in SF, banned soda, happy meals, and pet stores, and a myriad of bizarre and tyrannical things. Which is why I'd never live in SF proper.
But Berkeley can be just as bad. When I lived there, a Berkeley city council member tried to turn stop lights to green, yellow and purple. Because red is too "angry" a color. They also tried a program where they wanted buckets of fluorescent red banners at every crosswalk, and if you crossed the street, you had to take one and carry it. After they tried it on University Ave, and the only result was the street bums stealing them as soon as they filled the buckets, and trying to sell them to a local 7-11 for beer money. The program was quietly ended.
You just get used to their lunacy - and learn to not live near it. I'm stuck in CA for the moment, but I'm plotting my escape.

Printing has been done in China for a while now. The printing industry has been slammed hard by it, along with the 2008 recession and the ebook. A lot of mid-sized presses are gone for good - we still have some big printing companies like RR Donnelly and Quad, but a lot of printing went offshore over the last 20 years - because, as usual, China can undercut bids in ways no US company can.
