I tend to think that the "raid" was not a raid, but rather the CIA was running it all along and shut it off, removed it. So technically "the US government" shut it down.
Trump's fam is just telling them they know, and giving them an out, a way to come out with plausible deniability in return for the server evidence. If the CIA gives up the server then they can claim to save the day and be the one's who raided it.

Also he questions why there is a weighted vote capability in the system. An algorithm introduced in a weighted vote could produce the results seen, more likely than it being repeatable spontaneous pattern.
