There's a bit to unpack here, but the numbers in their simplest form tell the tale:
26.5GW of thermal went Kaput, 17GW of Wind went Kaput.
Moreover, nobody expects wind to be 100% reliable, because obviously it only produces electricity when there is wind. Thermal on the other hand, people expect to be available as they see fit, and able to ramp up/down as needed (natural gas more than coal).
In effect: Texas wasn't ready for a once-in-a half-century winter event, and that's fine. Sometimes you just have to snuggle up a couple days and in exchange enjoy half a century of cheap electricity.

It’s not something that can happen at the flip of a switch even with a week’s time.
They’re down for scheduled maintenance, as usually electricity demand is low right now.
I don’t think much of anything needs to be done, except for someone to look at the nature of the utility company’s rolling power outages.
Rich neighborhoods didn’t suffer any outages. If this is due to political connections or otherwise, it is antithetical for a Utility to give preference like that.
