One reason is for public support. Saying "we're going to another planet/Mars" is more impressive than "we're going to the moon". Even though a permanent colony on the moon would be the logical first step, sometimes you can only do what the public will be willing to support.
In saying that, NASA does have a plan for a permanent orbital station around the moon, which is kind of the best of both worlds. Having the infrastructure and proximity of a lunar station will be invaluable and likely critical to a future Mars mission, but you can still market it to the public by saying it's for Mars.
At this point I don't care what they do just so long as we get more stuff into space. Ultimately space exploration is the only thing that matters. The sooner we're a multiplanetary species the better.
We weren't locked down. The only limitations were for people coming into NZ, just border restrictions. Yes but Cuba wasn't one of the biggest economies in the world, its population didn't outnumber America 3 to 1, it didn't command a military to rival the USA's and it wasn't the biggest industrial powerhouse. There's a reason governments worldwide do so little to combat Chinas influence or actions, despite the West having an awareness of things like Uighur concentration camps, there is not much you can do against Chinese power when it could easily be wielded against us to cause enormous damage. Particularly economically.
