The post is pointing out another instance of the evils of “progressive” state power. During prohibition, bootleggers often stole alcohol produced for industry, and resold it to the public. So the federal government forced the manufacturers to poison it, so as to scare the public into giving up drinking. Bootleg liquor was not typically poisoned - that’s very bad for business. The government poisoned those people.
