I'm pretty sure that the way the system should work is:
If you submit an absentee ballot, and it has been received before election day it will be tabulated, and when you go to the polls you will not be able to vote as it will show you already have.
If you submit an absentee ballot and it has not been received before election day you will be able to vote, and then should your absentee ballot arrive after, it will not be counted as you have already voted. (some system with the ballot envelopes having a barcode that will match you on the electoral roll I think)
Now the key here is that is how the system SHOULD work, but is probably far from the case.

Parents should be introducing these allergens (peanuts, eggs etc.) in small, but increasing amounts at a young age in order for the kid to not develop an allergy to them.
