Because it doesn’t work like that. The VP’s role is ceremonial according to the EC Act of 1887. The VP has no role except a ceremonial presiding officer role. Electors can only be rejected by a majority vote of both Houses.
They didn’t “only need 2 states”, they needed 3+ to get them over 270.
If you take the electoral values of the 2 highest states (PA+GA) it would only be 232+16+20 = 268 which is still less than 270.
Unless he’s talking about voiding electors from 2 states which brings both under 270 and starts the contingent election process where the House elects the president and the Senate elects the VP.
Besides, there is no precedent or legal certainty for the VP’s authority to throw out EVs anyway. The EC Act of 1887 says EVs can only be thrown out with a majority vote of 2 houses, which didn’t happen. The onus here was on our GOP controlled legislatures and not Pence. The gop controlled state legislatures dropped the ball.
