It's not a matter of the words being spoken backwards. Backward masking is different words embedded into the track that can only be heard in reverse.

I don't know what happened in the 1840s, but the 1876 was the most disputed election ever, which is what led to the rules we go by now with disputed electors.
States are required to resolve their disputes before sending their lists to Washington. If a dispute arises then regarding the certified electors, then their may be objections, which get voted on by the House and Senate.

The Dec 23 thing is only in the event that certified electoral votes have not been received.
So, if a state forgot to send them, or their courier got ambushed by injuns, or something, they have to let the state know they haven't received them.
