Honestly if you buy a complete solution it’s not that complicated, you just have to learn some of the communication skills. Everyone speaks pretty plainly and have to share their call sign every 10 minutes, the way commercial fm broadcasters do for music. If you buy the radio and het the license later, you can still listen on the radio without transmitting to hear how people talk. You will want the repeaterbook website or app to locate repeaters near you and how to configure your radio to transmit/receive with a repeater near you. Repeaters btw are higher power radios that some schmo runs himself so people can talk on lower power radios to the repeater, which then rebroadcasts the audio at a higher power.
