There are all sort of things that seem unclear at the moment. Like most everybody here, I have to get my news here and simply tune out the MSM. But over a year ago a retired AF Lt. general Thomas McInerney started talking about something called "hammer and scorecard". It sounds very similar but not exactly the same thing as what Eric Coomer was apparently doing--tricking out the software to switch votes. Is there more than one group out gunning for Trump?
As a retired person who used to know a few things about the law, it seems that there is more than enough evidence for a warrant to seize one of these Dominion machines along with it's software and whatever data is stored on it that reflect how it was instructed to deal with votes.
So, I assume that has been done at least a week ago. From many other messages, and knowing the time frame between Trump knowing and then communicating about what he knows, I figure that Trump was briefed on the matters he disclosed in his Tweet-communications about 2 days prior.
It also seems to me that since this involves the tabulation of the public's vote for the US president, that it rings about every bell and blows every whistle for NATIONAL SECURITY INTEREST. To me this would mean that everything would be under very tight seal for national security purposes.
I'm guessing that there is literally a "web" (maybe even a World-Wide-Web) of conspirators that need to be charged. A fraud of this massive of a scale can be expected to have upwards of at least a hundred or more individuals who will be criminally charged. I'm just extrapolating between the minimum number of individuals needed to accomplish the frauds in the cities of the states that Trump has been mentioning.
What is the latest that Trump can act? Well, that is a good question. There is no reason for Trump to wait. But for an effective prosecution of a conspiracy, you have to round up all the conspirators at once. Anyone you miss is going to be someone that will have time to cover their crap and to build their alibi.
There may also be some diplomatic concerns if any of those who will be arrested are foreign nationals. That might require some high level back channel negotiations as well.
Time is drawing close though to get his moving. I'd say that the curtain needs to open by next Tuesday or Wednesday to have everything proceed as orderly as possible.
Those are my best guesses for what's happening behind our backs at this time.

Don't we need the IP connections between the Dominion vote tabulators and copies of the code that was run in real time during the course of November 3rd and beyond to shift/steal the votes to defraud the election?

It does take time to uncover and to document fraud. There is also a higher threshold to meet as to burden of proof. It's very likely that by the time the fraud is fully investigated, documented and understood that judge oat-brann will have issued his decision excusing the disparate treatment of Trump election observers as a simple misunderstanding and evidence only of local incompetence which didn't have any meaningful effect to the election results.
At that time, I predict that Team Trump will supplement it's appeal to scotus to include proof of the fraud. Can scotus actually hear and decide such claims sua sponte? No. I don't think they can from a jurisdictional standpoint. I've not had much experience or practice in matters from the Fed DCs to the scotus, so I could be some vaguely-identifiable retired legal guy who's not clear on scotus jurisdictional matters. But, it would be the basis for Trump to ask for a injunction and stay to be issued to PA not to certify until the matter has been reviewed. It's certainly a good basis for an injunctive relief and a remand back to Judge Oat-Brann for further actions consistent with this Court's Order yadda yadda.
I do recall, the practice of the higher court dumping a chernobyl-hot potato back on the lap of the lower court judge is something of a time-honored tradition. No Court can ignore clear and cogent evidence of a fraud.
