Only about 40% of our (NW MI) population stays here after summertime because you’re right, it’s a vacation area. It’s literally impossible for anywhere up here to be at 100%. Muskegon is a larger city that’s more to the south but most huge cities don’t get 100% turnout.

I can tell you for a fact that 100% turnout in Hart, Shelby or Pentwater is actually impossible seeing as they have a population of about 15,000-20,000 combined, half of which are senior citizens, and people leave this area consistently due to little to no business opportunities.
