My take, they have enough on the fake ballots, but court could not say that throwing out illegal ballots is not advised in such a case (yeah, PA court said as much). They can say its not recommended to toss ballots on procedural issues, even if they admit procedures were not followed. Dominion on the other hand could shock legislators to send new electors to DC. The Dominion case could take years IMO, so its getting evidence out there, not so much a judicial ruling.
