Having the taskforce is a good idea, it limits liability during predictable Schiff hearing on this in the fall. Having a panel of "experts" that recommend re-opening, insulates POTUS from attacks that will be used as a new impeachment. The Fauci keep everything closed for a year advice will be weighed against another panel of those saying it should reopen, which will draw flack from POTUS.
