Well, to explain it really, its a self perpetuated bulk buying. Typically, virus or no virus, you need toilet paper. Initially, there was a run on TP, causing consumers to rightly speculate, TP could be off the shelves. So when the opportunity presents itself, people stock up on TP for the predicted shortage. Additionally, people want to possibly avoid going to the grocery store if this thing gets bad. People figure you eventually will use the TP, where you might not use 100lbs of rice, so its not wasted $$$. Most are not stocking because they expect COVID to cause massive crapping.
