Everytime the GOP made any effort to secure election, they were sued into capitulation. The whole notion the state legislators are generally out of the picture is a farce. If state legislators were in control, then even if lawsuits prevented secure elections, they could use this as leverage (i.e. if you allow the votes to come in after deadline, we will not certify). Thats the whole point.
