You would see a spike if the reporting comes after processing. County A has 1000 votes, takes an hour, processes, data comes in. Wayne county million votes, takes 8 hours, then you report (all reporting comes in at once), hence the spike.

The premise is that its statistically impossible to do that in an hour. But this makes the assumption, that processing was done in an hour, based on edison reported data. However, if that assumption is wrong, and processing took several hours before a single vote was reported, then after that, the report goes out, you could see a big spike.
But a reporting spike could be explained here whether or not they should be uploaded throughout the day. If that explains the spike, then this is legal negligence on Giulian's part. I dont know.

They could be uploaded throughout the day. Smaller county finishes processing at say 9:30 PM, uploads data at 10:00, it gets reported, many small counties... so data comes in. Wayne county, huge, it takes hours and hours to process, so they are not done until 6:00 AM, they upload by 6:51 AM, all 800k.
