its starts with city charters...u don't have to be in office to do something. actually just have 10-30% support and you can put up anything for a referendum ...think about seeking a ref. of a ridiculous ordinance (because like trump said in 2016 he will take 2 laws out for every 1 law added); win or lose its now on the ballot and people are reading it and talking about it leading up to it.
