I wonder if these machines have SSD or spinning platters. With an SSD, this will permanently delete the data due to TRIM. On a mechanical drive, deleting the file will remove the MFT record, ie the file metadata. The data that was in the file will remain until it is overwritten by something else, and until that point is trivially recoverable.
