It comes if the states are refusing to cooperate and/or refusing court orders, which many of them are.
It takes a while to go to SCOTUS. None of this is instantaneous, be patient.
Tell Fauci that he has to be the first to take it, and intentionally expose him to the virus to prove that it's safe and effective.

At what point do punishments come to people calling for/enforcing lockdowns... whatever form it takes.

Biden has no authority to call for anything right now. He has no power, he's not even officially the president-elect.
Individual states can still shut themselves down (absolutely should not be allowed, though. Blatantly unconsitutional) but as long as Trump's at the helm (and will be until at least Janury 20th, even in the unlikely scenario that they get away with their fraud) a nationwide shutdown ain't happening.

It's getting much much harder for them to deny. Every day mountains of new evidence gets discovered, and more and more they feel their "victory" slipping through their fingers.
