Essentially, how I'm viewing this is, Trump/campaign are confident that they've won the states listed in the tweet. In the case of PA and (especially) MI, they know that there's very very obvious fraud going on there. see Guilini's speech earlier, they are not backing down and will work to expose the fraud in those states.
Trump was hitting it out of the park last night, up in 5 out of 6 remaining states... and then counting stopped for several hours. In all of them. Then, out of nowhere, huge influx of Biden votes comes out of nowhere. In WI's case, 100% of them Biden.

Trump has stated he is absolutely not conceding, no matter the results of the remaining states. They will be legally challenged. if anything, this election goes to the SCOTUS.
