Women are a bit more broad. There are many more women who are attracted to men and women (books like Sexual Fluidity discuss this), with a small subset who are attracted to only women and never gain attraction to men (butch lesbians).
Because of this basic biological difference in sexual preference, most MtF trans become lesbians. They want to be women, but their sexual orientation is directed by their biology.

He could have done several things, and at the very least, pushed it back to the House due to the challenges. He had things he could have done legally and constitutionally and he did not.

There does appear to be some level of micromanagement going on here, but that's not untypical. However it is important to note DC told ERCOT they needed to exhaust purchasing power from providers outside Texas before they could increase their limits.
