Hi all,

I've been keeping an eye on Colorado ever since I caught Jena Griswold scrubbing her website of Dominion documentation. The AP also put out a hit piece trying to perpetuate a false cover story for Griswold.

Some local news outlets still picked up my research and may have gotten visibility with Adams County GOP mentioned here who have decided to NOT certify.

While Dominion Voting Systems has become a hot topic around the country, the Colorado Secretary of State's Office has had little to say about the company, whether in response to national accusations or the removal of a Dominion document from its own website.

On November 20, Secretary of State Jena Griswold’s office temporarily removed a Dominion document from sos.state.co.us; it was uploaded again on November 21, with the names and contact information of Dominion personnel redacted. An office spokesperson referred all questions regarding this action to a statement that Griswold gave the Associated Press: “My team decided to pull it down to redact personal biographic information of Dominion employees because we are under the understanding that they are getting pretty aggressive threats."

Looks like Jefferson County is planning to NOT certify as well.

Not sure what's happening, but Colorado was supposed to certify today Nov. 30th and it seems they haven't. Not sure if anything changes but it seems like GOP is starting to question the results.

Dominion Voting Systems, which is based in Denver, has faced a slew of false fraud claims in recent weeks, many of which the AP has debunked.

AP’S ASSESSMENT: Missing context. A 2015 request-for-proposal document from the election technology firm Dominion Voting Systems was temporarily removed from the Colorado secretary of state’s website on Friday. However, it was only taken down for a day, to redact personal information of Dominion employees, Colorado Secretary of State Jena Griswold told The Associated Press. The redacted version was restored to the document’s original web address on Saturday.

THE FACTS: The temporary removal of a five-year-old Dominion document from the Colorado secretary of state’s website became the catalyst for baseless theories over the weekend as internet sleuths presumed it was a sign of nefarious activity.

On Jul. 23, 2018, Petitioner was told by Stuart Holmes, Voting Information Systems Manager, Office of the Secretary of State that "Smartmatic voting systems are not certified or used in the State of Washington." Exh. B. However, the software engine inside Smartmatic is OpTech. OpTech software is also used in similar systems that are used in Washington, including ES&S (6 out of 39), Sequoia and Hart InterCivic (20 out of 39). Exhibit E

While Malloch-Brown was Deputy Secretary of the United Nations, he rented a Soros estate in upstate New York. The involvement of Malloch-Brown and Soros in the OpTech licensing (inside ES&S and Hart InterCivic) shows an obvious threat of foreign interference in Washington State‘s elections.

Ronald Morales is a Systems Engineer with more than 15 years of experience, providing technological expertise and solutions to ensure quality implementation and integration of Dominion Voting System products. Ronald began his career in elections when he joined Smartmatic in 2004 where he managed the EMS Quality Assurance process for elections in Venezuela. After the acquisition of Sequoia by Smartmatic, Ronald was responsible for the integration of Smartmatic’s newly-developed equipment with Sequoia’s EMS and for the EAC certification of the integrated solution. When Dominion Voting Systems acquired Sequoia and assets of Premier Election Solutions in 2010, Ronald began working with modifications and new solutions in software and hardware for the Premier product line, along with the EAC certification process of the updated products.

In his current role, Ronald is engaged in the research and implementation of new technologies with a focus on reliability, performance and efficiency, for both existing legacy systems (Sequoia and Premier) and systems currently in development by Dominion. His most noticeable achievement is the design and implementation of fully redundant Dominion Democracy Suite EMS server infrastructure for the elections in Mongolia during 2012 and 2013.

Just finished watching OAN's Dominionizing the vote. Ron has not brought this up yet. I have a letter of Eric Coomer referencing an exploit in Dominion Voting Systems that may explain a lot of issues. I believe this letter(also copied below) written by Eric Coomer in March of last year and sent to Douglas Kellner, Co-Chair of NYS Board of Elections could be crucial in explaining the anomalies we've been hearing about in Georgia and across some other states. Can't overstate enough that this is just a hypothesis, and I would ask that https://twitter.com/CodeMonkeyZ validate the following:

Hypothesis

Dominion and local county officials are exploiting the ADA capabilities of the ImageCast Evolution (ICE) tabulator. Within the ICE, there is a ballot marking printer. The ballot marking printer within the system can only mark a ballot during an “accessible” voting session. The printer is located in a completely separate area from the main ballot path that leads to the ballot box. Once a voter with disabilities has marked his/her ballot with the included printer, the ballot is scanned, and a review of the choices selected by the voter with disabilities is provided in both visual and audio formats. Once this review is complete, there is no way for the ballot marking device to make additional marks on the ballot.

Eric Coomer specifically states in his letter below that "Post-election audits can identify statistical anomalies such as excessive over-votes, which is the only likely outcome of the hypothetical exploit presented on the internet.".

Have we seen excessive over-votes?

Yes, all over the place and the explanation provided to us are mail-in ballots (red wave). But with this scenario being exploited, it's possible that these excessive over-votes are also due to "accessible" voter sessions. Could it be possible that in some states, officials are attributing over-votes to mail-in ballots when in fact they are coming from blank ballots within these facilities?

How it would be done?

You would need to have someone enable the "accessible" voting session and have enough time to run stacks of blank ballots through the machine. I would imagine this scenario if it were to result in a recount or audit would pass because each ballot is blank/unique/anonymous. Not sure there is any way of knowing whether a ballot was triggered via an "accessible" voting session or not. If you were able to tell, a high number of of these would indicate an abnormal quantity of voters hearing or visually impaired.

This exploit possibly explains the following

  • ballots with no creases
  • ballots with printer perfect selections only for Biden
  • ballots with printer perfect selections (selections made by printer, not by pen)
  • explanations of having to pause/stop counts for significant amounts of time

What would this require?

  • blank ballots
  • ton of time
  • election officials claiming they are counting previously cast ballots when in reality they are "casting" ballots in bulk via "accessible" voting sessions

Thank you for your memo dated March 7th. Dominion is taking all cyber security threats very seriously in the current environment and appreciates the chance to respond.

Before addressing the various safeguards for the ImageCast Evolution (ICE), I would like to comment on a fundamental viewpoint of the IT researcher upon whom you are relying. He states that combining ballot marking capabilities with ballot tabulators into a single system is a “really bad idea.” However, security maximalists often overlook the fact that voting systems are designed to meet a critical balance between security and accessibility.

The ImageCast Evolution (ICE) tabulator was designed as an inclusive response to the needs of States that are both committed to hand-marked paper ballots and to private, accessible ballot-casting for voters of all abilities. One of the traditional challenges with the State of New York’s legacy accessible system is that while all ballots look the same, some voters who require ballot marking accessibility also require external help in transporting a marked ballot to a tabulator. This “separate but equal” stance is not acceptable in today’s technology marketplace. A key tenant of accessible solutions is to allow all voters to vote privately and independently, regardless of ability.

As you may know, in the federal 2005 Voluntary Voting Systems Guidelines (VVSG) that were issued after the State’s acquisition of the Plan B machines, a requirement was added to specifically include the case of a voter who had both severe visual and physical limitations. The ICE is the first – and to our knowledge the only – certified solution that meets this requirement within a hand-marked paper system. Notably, the ICE tabulator was designed to be compatible with the current ImageCast tabulator system used in New York. The Plan-B Ballot Marking Device (BMD) tabulator has been end of life for quite some time, and some counties are looking to replace their ten year-old BMDs as needed, while leveraging another ten years of useful life from the rest of the tabulation system.

Following the ICE’s 2018 certification in New York, several counties are in the process of upgrading their ADA capabilities, making them among the most accessible counties in the country.

To be clear, the current speculation of a critical flaw in the ImageCast Evolution tabulator is not based on any technical examination of the device or the firmware and software on the machine. It is based solely on the fact that a printer exists somewhere in the tabulator.

The ImageCast Evolution has gone through multiple federal and state certification campaigns. In addition, this system has been subjected to red team security vulnerability testing campaigns in individual states. No code review, or penetration testing effort, has ever identified the existence of a printer in the Image Cast Evolution as even a low-probability threat vector.

The ICE provides the only truly independent voting experience for voters with disabilities. The ballot marking printer within the system can only mark a ballot during an “accessible” voting session. The printer is located in a completely separate area from the main ballot path that leads to the ballot box. Once a voter with disabilities has marked his/her ballot with the included printer, the ballot is scanned, and a review of the choices selected by the voter with disabilities is provided in both visual and audio formats. Once this review is complete, there is no way for the ballot marking device to make additional marks on the ballot. The ballot does not travel along the path with the printer once the review is complete.

A wholesale replacement of the official, certified firmware would be required to completely change how the device functions. A myriad of physical and procedural processes exist to ensure the integrity of the election. Post-election audits can identify statistical anomalies such as excessive over-votes, which is the only likely outcome of the hypothetical exploit presented on the internet. All ICE machines can also be audited to verify that the official certified firmware is unaltered.

Since its introduction in 2013, the ICE system has been used by election administrators across the U.S. to tabulate hundreds of official elections successfully, as well as to complete required post-election audits. The ICE has never been noted as being deficient or compromised in any state. It is worthy to note that the acquisition of ICE tabulators is adding excess capacity to the ImageCast Precinct tabulators that are already in the polling places across New York state, adding a barrier against theoretical threat vectors.

Dominion Voting takes all cyber threats very seriously and routinely subjects its products to third-party, independent security reviews. It is our position that the exercise of reasonable diligence by the New York State Board of Elections should not give weighted authority to opinions posted to the Internet without the benefit of any actual testing over documented testing reports performed by accredited third-party agencies, which can overwhelmingly demonstrate the company’s conformance to state and federal law.

Comments (optional): The export process was very easy. After the initial configuration it only took the push of 1 button. The initial configuration took less than 2 minutes. We did have to run the data through a macro to upload it to Scytl. Even that did not take longer than 30 seconds. The whole process was shorter than w/ our legacy system.

Dominion and Smartmatic do not collaborate in any way and have no affiliate relationships or financial ties. Dominion does not use Smartmatic software. The only associations the companies have ever had were:

  • In 2009, Smartmatic licensed Dominion machines for use in the Philippines. The contract ended in a lawsuit.
  • In 2010, Dominion purchased certain assets from Sequoia, a private U.S. Company. Smartmatic, a previous owner of Sequoia, pursued legal actions against Dominion.

Read Ronald Morales' description below in addition to the other Dominion employees staffed to Colorado. Many are either repurposed from Sequoia, have a conflict of interest having worked for the Colorado county election offices, or have worked directly with the Colorado Secretary of State. Specifically Ronald Morales who "began his career in elections when he joined Smartmatic in 2004 where he managed the EMS Quality Assurance process for elections in Venezuela." I'll leave the rest for you all to read below.

Product Specialist - Lisa Flanagan-Crane

Lisa is based out of Colorado and has worked in Elections Administration for 16 years. During that time, Lisa has been Project Manager of Voting System installations for multiple Colorado counties, provided software/hardware training and election judge training for customers, produced and printed Op-Tech ballots, provided support for Logic and Accuracy Testing, Public Tests, hardware preventative maintenance and supported customers in voter registration. Previous to Dominion/Sequoia, Lisa worked for the Colorado Department of State and Arapahoe County. While working in the Colorado Secretary of State Office, Lisa helped with upgrading 19 counties to a Windows based Voter Registration System, trained staff from each county, and ran the help desk. Lisa has visited over 25 election offices around the state, understands Colorado Election Law, and has worked hard to build an outstanding reputation for customer service. Lisa has provided election support to jurisdictions in Arizona, California, Colorado, Illinois, Nevada, New Jersey, New Mexico, and Pennsylvania.

Senior Product Manager - Ronald Morales

Ronald Morales is a Systems Engineer with more than 15 years of experience, providing technological expertise and solutions to ensure quality implementation and integration of Dominion Voting System products. Ronald began his career in elections when he joined Smartmatic in 2004 where he managed the EMS Quality Assurance process for elections in Venezuela. After the acquisition of Sequoia by Smartmatic, Ronald was responsible for the integration of Smartmatic’s newly-developed equipment with Sequoia’s EMS and for the EAC certification of the integrated solution. When Dominion Voting Systems acquired Sequoia and assets of Premier Election Solutions in 2010, Ronald began working with modifications and new solutions in software and hardware for the Premier product line, along with the EAC certification process of the updated products.

In his current role, Ronald is engaged in the research and implementation of new technologies with a focus on reliability, performance and efficiency, for both existing legacy systems (Sequoia and Premier) and systems currently in development by Dominion. His most noticeable achievement is the design and implementation of fully redundant Dominion Democracy Suite EMS server infrastructure for the elections in Mongolia during 2012 and 2013.

Director, Product Strategy - Eric Coomer

Eric Coomer graduated from the University of California, Berkeley in 1997 with a Ph.D. in Nuclear Physics. After working in IT consulting for several years, Eric entered the elections industry in 2005 with Sequoia Voting Systems as Chief Software Architect. After three years with the company, Eric took over all development operations as Vice President of Engineering. When Sequoia was acquired by Dominion Voting Systems in 2010, Eric joined the DVS team as Vice President of US Engineering overseeing development in the Denver, Colorado office. Recently, Eric has taken over as the Director of Product Strategy driving the creation of next generation products through close collaboration with customers, combined with a deep understanding of technology and the needs of Elections departments throughout the United States and abroad. Eric has been an active participant in the development of the IEEE common data format for Elections systems, as well as the working group for developing standards for Risk-Limiting Audits for elections results. When not designing new products, Eric supports large and small scale customers during Election season.

Product Specialist - Alyssa Prohaska

Alyssa Prohaska has over 11 years of elections experience ranging from county elections administration to technical support, training, and quality assurance testing of election management, voter registration, and other web-based applications. Alyssa began working in elections as an Election and Campaign Finance Specialist with the Adams County Elections Division of the Clerk & Recorder Office in 2004. She has recently worked with the Colorado Secretary of State’s office where she served in a technical and business support capacity - testing, training, and providing tier 2 support of the voter registration and election management systems, and online voter registration applications. Alyssa holds a Bachelor of Arts degree in Communication from the University of Denver, as well as a Master’s of Science in Information Technology Management and Graduate Certificates in Oracle Database Administration, and Executive Information Technology from Regis University.

Senior Software Developer - Benjamin Rice

Benjamin Rice has over six years of experience in architecting, developing, and managing elections software solutions. He is a certified ScrumMaster and evangelist for Agile practices and technologies in software development. He has close to twenty years’ experience in the Web development and client-service solutions world. Before joining Dominion, Ben was a senior software developer at Sequoia and Slice of Lime and director of technology with FOCI. Ben graduated from Northwestern University with Bachelor of Arts degrees in both Psychology and English Literature.

I believe this letter(also copied below) written by Eric Coomer in March of last year and sent to Douglas Kellner, Co-Chair of NYS Board of Elections could be crucial in explaining the anomalies we've been hearing about in Georgia and across some other states. Can't overstate enough that this is just a hypothesis, and I would ask that https://twitter.com/CodeMonkeyZ validate the following:

Hypothesis

Dominion and local county officials are exploiting the ADA capabilities of the ImageCast Evolution (ICE) tabulator. Within the ICE, there is a ballot marking printer. The ballot marking printer within the system can only mark a ballot during an “accessible” voting session. The printer is located in a completely separate area from the main ballot path that leads to the ballot box. Once a voter with disabilities has marked his/her ballot with the included printer, the ballot is scanned, and a review of the choices selected by the voter with disabilities is provided in both visual and audio formats. Once this review is complete, there is no way for the ballot marking device to make additional marks on the ballot.

Eric Coomer specifically states in his letter below that "Post-election audits can identify statistical anomalies such as excessive over-votes, which is the only likely outcome of the hypothetical exploit presented on the internet.".

Have we seen excessive over-votes?

Yes, all over the place and the explanation provided to us are mail-in ballots (red wave). But with this scenario being exploited, it's possible that these excessive over-votes are also due to "accessible" voter sessions. Could it be possible that in some states, officials are attributing over-votes to mail-in ballots when in fact they are coming from blank ballots within these facilities?

How it would be done?

You would need to have someone enable the "accessible" voting session and have enough time to run stacks of blank ballots through the machine. I would imagine this scenario if it were to result in a recount or audit would pass because each ballot is blank/unique/anonymous. Not sure there is any way of knowing whether a ballot was triggered via an "accessible" voting session or not. If you were able to tell, a high number of of these would indicate an abnormal quantity of voters hearing or visually impaired.

This exploit possibly explains the following

  • ballots with no creases
  • ballots with printer perfect selections only for Biden
  • ballots with printer perfect selections (selections made by printer, not by pen)
  • explanations of having to pause/stop counts for significant amounts of time

What would this require?

  • blank ballots
  • ton of time
  • election officials claiming they are counting previously cast ballots when in reality they are "casting" ballots in bulk via "accessible" voting sessions

Thank you for your memo dated March 7th. Dominion is taking all cyber security threats very seriously in the current environment and appreciates the chance to respond.

Before addressing the various safeguards for the ImageCast Evolution (ICE), I would like to comment on a fundamental viewpoint of the IT researcher upon whom you are relying. He states that combining ballot marking capabilities with ballot tabulators into a single system is a “really bad idea.” However, security maximalists often overlook the fact that voting systems are designed to meet a critical balance between security and accessibility.

The ImageCast Evolution (ICE) tabulator was designed as an inclusive response to the needs of States that are both committed to hand-marked paper ballots and to private, accessible ballot-casting for voters of all abilities. One of the traditional challenges with the State of New York’s legacy accessible system is that while all ballots look the same, some voters who require ballot marking accessibility also require external help in transporting a marked ballot to a tabulator. This “separate but equal” stance is not acceptable in today’s technology marketplace. A key tenant of accessible solutions is to allow all voters to vote privately and independently, regardless of ability.

As you may know, in the federal 2005 Voluntary Voting Systems Guidelines (VVSG) that were issued after the State’s acquisition of the Plan B machines, a requirement was added to specifically include the case of a voter who had both severe visual and physical limitations. The ICE is the first – and to our knowledge the only – certified solution that meets this requirement within a hand-marked paper system. Notably, the ICE tabulator was designed to be compatible with the current ImageCast tabulator system used in New York. The Plan-B Ballot Marking Device (BMD) tabulator has been end of life for quite some time, and some counties are looking to replace their ten year-old BMDs as needed, while leveraging another ten years of useful life from the rest of the tabulation system.

Following the ICE’s 2018 certification in New York, several counties are in the process of upgrading their ADA capabilities, making them among the most accessible counties in the country.

To be clear, the current speculation of a critical flaw in the ImageCast Evolution tabulator is not based on any technical examination of the device or the firmware and software on the machine. It is based solely on the fact that a printer exists somewhere in the tabulator.

The ImageCast Evolution has gone through multiple federal and state certification campaigns. In addition, this system has been subjected to red team security vulnerability testing campaigns in individual states. No code review, or penetration testing effort, has ever identified the existence of a printer in the Image Cast Evolution as even a low-probability threat vector.

The ICE provides the only truly independent voting experience for voters with disabilities. The ballot marking printer within the system can only mark a ballot during an “accessible” voting session. The printer is located in a completely separate area from the main ballot path that leads to the ballot box. Once a voter with disabilities has marked his/her ballot with the included printer, the ballot is scanned, and a review of the choices selected by the voter with disabilities is provided in both visual and audio formats. Once this review is complete, there is no way for the ballot marking device to make additional marks on the ballot. The ballot does not travel along the path with the printer once the review is complete.

A wholesale replacement of the official, certified firmware would be required to completely change how the device functions. A myriad of physical and procedural processes exist to ensure the integrity of the election. Post-election audits can identify statistical anomalies such as excessive over-votes, which is the only likely outcome of the hypothetical exploit presented on the internet. All ICE machines can also be audited to verify that the official certified firmware is unaltered.

Since its introduction in 2013, the ICE system has been used by election administrators across the U.S. to tabulate hundreds of official elections successfully, as well as to complete required post-election audits. The ICE has never been noted as being deficient or compromised in any state. It is worthy to note that the acquisition of ICE tabulators is adding excess capacity to the ImageCast Precinct tabulators that are already in the polling places across New York state, adding a barrier against theoretical threat vectors.

Dominion Voting takes all cyber threats very seriously and routinely subjects its products to third-party, independent security reviews. It is our position that the exercise of reasonable diligence by the New York State Board of Elections should not give weighted authority to opinions posted to the Internet without the benefit of any actual testing over documented testing reports performed by accredited third-party agencies, which can overwhelmingly demonstrate the company’s conformance to state and federal law.
