I've been using a religious exemption and it works for most places. Of course, they still have the right to deny you entry if they want, which it's their business so it's cool.
It's about touching every single part of society so nobody can not get dragged into it. Look at every single facet of society and see if you can find a spot that hasn't been touched over the last 30-40 years.
