A more complex answer is that so many people have been scared by the numerous pandemics that seem to happen during elections. Saars, avian, swine, ebola, ebola II , zika.... the list goes on. But the pandemic of 1918 may have left an imprint on the communal mindset. The Spanish flu of 1918 was quite a scary son of a ....... And although people haven't experienced it directly they 'feel it' in the communal experience.
