If Pennsylvania doesn't want to stick to the principles it agreed to by ratifying the US Constitution, namely to have a "republican form of government", frankly I don't see why it should be allowed to be a state. Revert it to a Federal Territory until the government there can demonstrate basic competence in democratic principles.
