Which shows me that he doesn't understand all the functions of religion, or even that religion could complement science.

I'll play devil's advocate. She has to know China is lying and everyone in the world is condemning them for downplaying what people there obviously see as a terrible disaster. If I were running the CDC I'd know I'd be despised for every shortcoming or false hope and I too would be telling people to prepare for the worst, the same way doctors warn people before surgery about possible bad outcomes.
