I was thinking we might already be in the second wave, but that was when I thought it started on the west coast. Now that it seems to have started in NYC, it makes more sense that they are in the second wave.
That isn't how I understand a second wave, which would be another round of previously non-infected people becoming infected because there were still not enough recovered people for herd immunity: about 70%. Keeping well people quarantined so they don't get sick can only work if they are quarantined until vaccinated. We shall soon see. If you could get it over and over, eventually there wouldn't be "waves," there would be a steady state of people in all stages of infection.
I just got a note from mine, saying she is a "certified sanitary officer," whatever that is, and they are ready. She already wears gloves and a face shield and puts protective glasses on the patient to protect them from flying water jets and spit. Seems enough to me.

I have lived in either Oregon or Arizona or Colorado for more than 60 years, from before the Interstate and highrises, and the older I get the more I pray it stays the way it is. You appreciate the contrast of the common public ownership vs. tiny individual fiefdoms as you watch cities eat up nature and realize that it is a one-way street, that once little patches are carved out here and there it will never sound or smell or feel the same.
It is entirely possible that there can be several peaks and valleys in a pandemic, the dreaded "waves," so yes. This is a function of exposure. Many people feel that quarantining everyone leads to a greater chance, in fact, because in theory the well people in quarantine will remain susceptible, it will take only one contagious person to start it all off again in a crowd of susceptibles when they finally get out and mingle again.

So you are concerned about polluters. Who are the polluters now? Not the US, the collective societies. You are concerned about climate. Humans have been since the last ice age, yet we live. Who fed you all these concerns to instill fear, who raised the hue and cry against anyone who dared to not be afraid or have a different opinion, or even a different degree of the same opinion? The same people you now recognize as deranged for their excesses. They were always that way. It's just obvious now as they thrash against a real awakening.
